我说说我的思路：ＡＢＣ不知道选哪个好，知道for 没有to好　　但是有不知道这里是不是虚拟语气，所以不知道是were还是was 望赐教！！！

但是C中 is signed写成了be signed错了

我也晕了。

make an offer for sth.是固定搭配。

但是如果这个地方用过去式，应该是虚拟语气，一般用were。

所以晕了。。虚拟语气也没有直接用be的说法，一般都是would

当然在第三人称单数里，条件从句也可用was

不过在这个句子里面，如果不出现them和they会更好一些。

而且，好像还有这个方法，不要随便改动原句的语态。

所以，我选A吧，答案是A吗？

但是后面接动词的时候用法是an offer to do sth的呀

 而且如果是和后面的if一起表示虚拟的话，应该加上should
 此外最重要的问题是指代不清，they不知道是指代investors 还是指代investor+Bank
 语法上倾向前者，因为investors是唯一可以sign的复数，但是并购的合约是要双方
 sign的，所以指代不清。A就避免了这个问题
