政府目的是降低urban unemploymen城市失业率,要让它这个目的破产只有E可以,因为许多种腰果赚不到钱的农民将涌入城市从而抬高城市失业率。C说种腰锅的人多于加工腰果的人,那结果是农民失业农村失业率提高,与论题无关。
