我选A，答案是B，demand只有是动词引导宾从，后面才是BE啊，这里demand是名词吧，reflects应该是动词和宾从的引导者，也要符合(should) be规则？

这里划线的that句子是demand的同位语从句，也要用be；跟reflect没关系。

在和大家确认一下， administration's demand that 。。。，这里的that后面引导的是同位语，这种情况下同位语里面也一定要用虚拟语气？
