已经查过了过去的讨论贴,知道C在increasing wages 和negotiating这两处不及A好。但是很困惑,为什么A没有用被动语态?既然是谈判,肯定不是the city一方能approve的了的,而且,似乎是approve increase in wages,不用被动语态总感觉说不过去~~还请大家指点。

因为在此句中,it-the city是主语,所以,决定了approve的主动语态。如果是that-increase做主语,就要用被动语态了,“..that is expected to be approed..”。
比如:
Despite the often heated volleys, Ashcroft is expected to be approved as attorney general soon after Senate confirmation hearings wrap up, probably on Friday.
也就是说,这里C的expected to be approved在语法上没有错,只是少了动作发出者的含义而不如A明确。

我不知道A中的that是修饰wages还是 increase呢? 而需要approve的是increase的那部分
the increase in wages that it expected to 中的that是修饰 increase呢还是 wages?
我觉得是修饰increase, 但是这样的语法现象好象还没见过, 请NN点拨一下!!
