不知道怎么解释,但我不觉得those 在这里有任何问题。这里是两个主语的比较,即两个地方的rental rates的比较。those 代替rental rates 避免重复。而且suburbs是in the suburbs里地点状语的一部分。比较的是主语,不是状语。代词指代应该从逻辑上看,不能生搬语法。虽然我没怎么听说过你说的就近指代的原则。有太多的题目里代词并不是就近指代。这种that, those 的指代主语,或者跳跃指代形式很常见。比如,The climate of Alaska is colder than that of Texas. 这里的that就是一样的指代主语the climate, 而不是后面的Alaska.
