答案选C，为啥？这个是怎么推理的？

这道题目我开始也没想明白。但是不知道这样想是不是对。

题目说了一大通，然后问题来了个有什么可能让这个TREATYLEAVE OPEN,就是C这个如果

国家有可能说不遵从的理由，那么这个7过的TREATY就无法执行，但是这个理由EXCUSE，

是各国来说定的，那么就LEAVE OPEN了。最终的结果就无法达成了。

思维过程是

TREATY限制七国同时执行一些行动--》因为加了我们要选的项--》所以这个TREATY有问

题，无法执行。
