选A没问题，但是我没找到不划线部分的they的指代。从意义上分析they似乎只能指代government但是这里明显是单数阿！

我又仔细看了下，觉得还是应该指代government's estimates；因为suggesting是做disgree的伴随动作状语，而some consumer groups 是disgree得主语，主语本身不可能suggest他自己too optimistic
