是因为经济环境好的时候，学生都跑到收费私人学校了，那么经济环境差的时候这帮学生又会跑回政府资助的学校，而学生与教师比例不变，那么教师就必然增加？

政府规定：政府提供资金（不论经济好坏），免费教育，而且学生老师的比例不增加。就是说现在是100比一，将来可能是是50比一（减少），但不可以是200比一（增加）

就是如果公立学校学生增加，老师的工作数量会增加，如果公立学校学生减少，老师的工作数量不减少--政府愿意花钱养老师

现在有很多学生在私立学校，当他们回到公立学校的时候，按规定，老师的工作数量必须增加。

结论是将来的情况是老师不会减少，政府提供资金（不论经济好坏）。
