(A)同BD
(B)equivalent已经包含”量”相等的意思，所以后面出现those就显累赘.
(C)equal 前后比较的东西要同一来源，但前后的eight million people 是不同来源，不能说他们俩批人马相等.
(D)(enrollment = 注册的数量) ≠ (people =人数)
(E) as many (people) as are enrolled in (后一个as做关代)
我对关代不是很理解….
这里as作为主格关代，之所以不能用who来代替，
