I choose E. 既然小钢厂生产的东西和大钢厂不一样，当时也应当和外国的竞争．不是和大钢厂竞争．

题意：对进口钢材强迫实行配额制度不会对大型美国钢厂有利。实际上，“配额”会促进小型钢厂的发展。在配额制度下，小钢厂从大钢厂抢走的生意要比比外国钢厂多。
问削弱
A使用钢材时，质量比价格重要－－－无关。
B长期以来，外国钢厂生产的钢材在质量上和大型美国钢厂相当。－－无关
C美国对进口配额促使其他国家效仿。－无关
D本国小钢厂生产的产品比大钢厂质量要好－－加强
E本国小钢厂生产的产品，大钢厂不生产。 即生产的产品不一样，当然就不存在竞争关系，也就不存在小钢厂会抢走大钢厂的生意－－明显削弱！
看懂题意了，就懂得做。我觉得逻辑至少一大半是在考阅读能力。唉，此题我最开始也做错，同志们还是要多多加强阅读能力啊。。。。
