正确答案是B。我选的是D。感觉BD区别就是D把范围特定到North Sea at present,感觉更贴近原题……还有还有,这道的逻辑关系还是有点没理得很清楚。

 avoid excessively restrictive controls意思是把一些不该control的也control了

那么要避免这样的情况就是,列入控制的名单的物质,必须是的的确确的会污染环境。所以是B

将来所有受控制的物质都会到达北海,但是没有解决一个问题:有没有冤大头,如果没有污染环境而被误认为是污染环境的物质收到了控制

 不知道这样理解对不对,pollutant和environmental damage也不一定就是

一个东西。所以D不对。

可否这样理解D: all of any given pollutant actually reaches North Sea at present.

原文没有提到"reach" 的问题,我认为是无关选项
