我能想到的就是随着时间的推移，以前执政环境的与现在的不一样，不能对比。

还有没有其他的点子呢　

1. 人口下降是因为生育率下降，倡导优生学。Quality is better than quantity. 失业率上升是因为环境更好，大家早点retire享福。

2. 世界经济的衰退 recession （呼应你的环境不同）不只在美洲连欧洲亚洲都suffer from 不好的经济大环境。

3. 企业的整顿 把传统grocery stores compact 成为综合功能的supermarket更加便民。像是7-11的进驻等等。

4. 再加上Montoya倡导生活品质因此大力整顿休闲生活设施。因此，Montoya是好的，Varro别回来啊！
