Part of this effort has been to deny inmates the access they formerly had to college-level courses. However, this action is clearly counter to the governor’s ultimate goal, since after being released form prison, inmates who had taken such courses committed far fewer crimes overall than other inmates.

想想美国人的脑子,不能直接得到在他们看来是假设,不是加强。
题目说的是教育其实是可以对一个人的行为产生影响的,
但是前提是这两个比较的对象在都没接受教育前本性是一样的,
如果那些接受教育的人在接受教育前就更容易犯罪,那这样的话就conclude that
indeed just the course has an positive effect on the people who are not less
likely to commit a crime before taking the course and it cause them to
influent their behavior!
