46、“businesses are as likely as are governments to establish large bureaucracies, but bureaucracy is far more damaging to a business than it is to a government.” 此处似乎有2个statement，那我应该攻击那个呢？ 谢谢！

这应该是一个问题的两个方面，要攻击的话，当然最好两方面都攻击。（这不是更好写嘛）
当然如果支持也一样。
