原文是说以前年用作maintain cultural institutions和subsidize arts groups的钱

都要减少，但是D，and to subsidize就不知道和谁并列了，找不到并列项，这一部分成

份就不明确了，and和逗号前边那些说是要减少maintain cultural institutions的钱，

至于是不是要减少subsideze arts groups的钱由于使用了and to的to do结构就不明确了。

当然D还有其他的错误，最严重的在于两个时态的错误
