obviously, D is more precise and logical than C. The Subject "The paper" is

quite different from "The amount of paper".

paper是不可数名词，似乎不能直接比较它的多少，而应该用the amount of paper,比较

它的“数量”的多少.

The paper is more than ever
more后面缺少了形容词吧？
就算是加上也似乎别扭。
