找了个牛人的解释:烟草赚钱是事实,不能ban是结论

说烟草导致病增多
然后因为烟草是收入, 所以不能ban烟草

这里的主要推力是,因为烟草带来钱,所以不能ban
weaken要去反对说烟草可以ban
C,说烟草收入稳定。。 这样要是ban了,不就木有钱拉 所以C是support

A是这么说的,政府要出钱看病

这样不ban烟草,导致大家得病,于是政府就用卖烟的钱来给大家治病

那不是还不如不卖烟阿
