To help businesses, the government plans to modify the income-tax structure in order to induce taxpayers to put a larger portion of their incomes into retirements savings accounts, because as more money is deposited in such accounts, more money becomes available to borrowers.

D Bankers generally will not continue to lend money to businesses whose prospective earnings are insufficient to meet their loan repayment schedules.

OG解释说 The plan would increase the money available specifically for development loans, not existing loans.

不是很明白,development loans 不是existing loans吗?谢谢回答

development loans是需要的,目前没有的,或者说是发展所需要的全部贷款

existing loans是目前有的,但还不能满足需要

(D) Bankers generally will not continue to lend money to businesses whose prospective earnings are insufficient to meet their loan repayment schedules.

(E) The modified tax structure would give all taxpayers, regardless of their incomes, the same tax savings for a given increase in their retirement savings.

我主要是对这道题的A选项和D选项有疑问。首先,关于A选项,尽管消费借贷的人增加了,企业可得的贷款也会增加呀,不可能所有增加的储蓄都给消费借贷占了吧?

其次,关于D选项,尽管储蓄增加了,借钱给企业的还是银行啊,银行不借,储蓄增加再多有什么用呢?企业仍然得不到资金啊。所以我觉得D才是最能质疑该计划有效性的选项。

不明白为什么不选D而选A,请大家赐教

always and correspondingly in A sufficiently proves that the increase of personal retirement savings is approximately equal to the increase of consumer borrowing. So increase of personal retirement savings have no use to make more money available for businesses  borrowers.  It weaken the conclusion directly and convincingly.

However,  in D, the argument requires an important assumption that the only way to borrow a money is from the banks. Without this assumption,  we can imagine that the Businesses can borrow the money form Government Bond but not Banks.

谢谢ecsniffers,受您的启发,我又仔细琢磨了一下两个选项,我觉得D确实不对,银行并非企业资金的唯一来源渠道,企业还可以在市场上直接融资,所以储蓄增加的话,即使银行不借,可得资金也应该是可以增加的,所以没有削弱。

但我对OG的解释还是很迷惑,D The plan would increase the money available specifically for development loans, not existing loans.完全不明白这是什么意思。

另外对于您指出的correspondingly,表示消费借贷是相应增加的,但我认为这个相应应该是指,比如说,储蓄增加10%,消费借贷也增加10%,那并没有完全剥夺企业的可借资金呀!我又认真读了下OG的解释,发现OG说的是plan could be less effective in meeting its goal ,这是不是说如果A选项描述的情况出现的话,那么并不是说计划无效,只是没那么有效,而且这里也隐含的假设了政府的目标是增加的所有储蓄都会成为企业的可借资金?

那么A相对于其他选项而言,确实是raise the most serious doubt regarding the effectiveness of the government's plan?

不知大家是如何理解的,尤其是OG对D的解释

恩 我觉得还有一点 businesses whose prospective earnings are insufficient to meet their loan repayment schedules. 只是一部分不合格的企业 不借给他们还会借给别的

类似没有银行还有其他机构放贷款

D说的太局部了

不知道这样理解可以不?

BANKERS 在题干中根本没有出现,是不是可以直接据此排除?

否则,反复琢磨这个D选项,倒是觉得很有道理,被迷惑了。
