看上去觉得这个选项是正确答案，但是仔细想又怎么也想不通，不是说within each category的rate都一样吗，怎么又说low rate呢？如果说是foreign 说在category的个数特别多，那本组的rate和别的组比起来的话算是低的了．．．

不知道我理解的对不对，假如每个Category都含有相同数目的Domestic Films和 Foreign films， 则每个任选一个的几率就一样了。
但是，Foreign的把好的（假如前几名的）去竞争很少的Categories，极端情况下ONly one category， 就如中国田忌赛马样的结果， 总体的Foreign rate of acceptance就会低了.
