E。
1、句子需要条件状语从句。
2、表原因，一般用because引导，特别是在逗号后面的从句。
3、“资源浪费”不是指duplicated （复制的、预制的）材料导致浪费，是重复建设导致浪费----duplication

1  首先确定，是duplication 应该avoid 而不是 facilities 应该 avoid
2  这样，就只剩 D, E 可能正确，
3 tongxun, 在这里我觉得用条件状语从句解释可能不太实用， 表原因会更有说服力
