只是讲他们同意控制effluent,不管有没有构成对环境的伤害, 但是并没有讲是哪些effluent, 所以要avoid excessive restriction, 就必须只是restrict有害的effluent.也就是(B)了。

个人理解:

要防止过度的限制,因此必须要证明“任何需要被控制的东西都会对环境

造成实质性的破坏”——B选项其实是很完美的答案。
