这题不完整。具体还要看整句的逻辑线！
1、同意primefang
2、也有可能是比较妇女。
3、象这么短的句子在真正的考试中，一读就知道了。注意：代词替代、逻辑的合理性。

Agree with raonx and spry. If we try to restore the full structure, it should be "more babies born to women over 31 than babies born to women under it.", it's really "babies born " that repeats, take second one out, it'll be "more babies born to women over 31 than to women under it". or it can even be simplified as "more to women over 31 than to women under it.".
