you should notice 'less congestion' and 'easing congestion'.

it is my understanding about this topic.

他们都觉得修了铁路自己好开车,结果都开车还是堵.

first, you'd better understand that "the railway system" are different from the "highway" system

 although 80% of the people are favoring the railway, actually they are not likely to use it

they would probably still use the highway, thus the congestion may continue to occur.

你问的那句话意思是:那些人回答说,修铁路的对于他们的最大好处就是他们走高速路的时候不堵了

换句话说,这些人都觉得修了铁路开车的人就会少,所以他们都还是会继续开车,那么HIGHWAY照样堵,选项还很严密的强调了是most of people
