政府冻结的是已经再使用的处方药的价格,而且处方药的用量没有增加,,但是平均的花费却上升了

注意:用量不等于价格

所以用量低不等于费用也低。

per amount*price=total expenditure

那只能price变一下了

怎么能使得price变呢?现在的处方药都被控制价格了,如果有新品的话,似乎就不再价格控制范围内了,A makes sense。
