Therefore, if Congress institutes a subminimum wage, a new lower legal wage for teenagers, the teenage unemployment rate, which has been rising since 1960, will no longer increase.

(A) Since 1960 the teenage unemployment rate has risen when the minimum wage has risen

(B) Since 1960 the teenage unemployment rate has risen even when the minimum wage remained constant.

偶想半天都没想出B跟原文的逻辑关系,请哪位帮忙讲讲好不?非常感谢!

这题我第一编对了,第二编错了。我觉得是B说的是最低工资不变,失业率仍然上升,说明必然还有别的因素影响失业率,所以仅仅降低最低工资水平不能说明问题。

(B) Since 1960 the teenage unemployment rate has risen even when the minimum wage remained constant.

A说失业率和最低工资同时增加,不能推出能够他们能同时降低。
