因为that 引导的是限定性定语从句,所以理论上说是修饰n2, 但是当n 1 有 the only 等类型的修饰词时, that可以修饰 n1

if the case is

A and B + V.......
A 可数 N.
B 不可数 N.

V 要跟谁一致

V 一定是复数啊,因为有and

most n1 of n2 that +v, here v keep forms with n2
