The answer is E.

But I think C is also OK.

Can anyone tell me why not choose C?

比较对象就是7天和14天，that没有必要的说。
that只有比较对象有类似于所有个结构才需要出现，以避免歧义。比如：Marry's nose is more beautiful than that of Lucy.

至少7天,而不是至少14天.

逻辑意思, 语法上都很通,

于是看了C就不好好看下面的选项了;

E)
A MINIMUM OF 7 DAYS RATHER THAN 14

至少7天, 而不是14天

似乎更简洁,

看来只能从CONCISE角度放弃C)选择E)了

楼上的理解有误，这里省去that不是因为简洁，而是that在这里是明确错误的。a minimum of并不是比较的成分，而是天数的修饰语。

I read your lines as follows,

The function of "a minum of" in the "a minimum of sth." is just as
the th function of " a kind of " in the " a kind of sth.".

Right?
