If there had ever been any danger that the US military establishment might exploit, to the detriment of civilian control, the good-will it enjoyed as a result of its victories in world war II, that danger disappeared in the interservice animosities engendered by the battle over unification.

这个我来做做看：

如果说有这么一种危险，就是：美国军事设施（装备）可以带来消极影响的，给CIVILIAN-CONTROL带来危害的，（CIVILIAN-CONTROL是二站后的一个GOOD-WILL），
那么这种危害也早就消失在由UNIFICATION战争而导致的ANIMOSITY当中了

我的译文（供参考）：

即使有过任何美国军事机构可能加以利用的，对平民控制带来不利的危险（这种平民控制是美国军事机构由于二战的胜利而享有的美好意愿），这种危险也会削亡在部门之间反单一化的争斗中所产生的的矛盾中。

unification: 在此指权力归属于某单一部门。

即使曾经存在[军队有可能利用其因二战胜利赢得的威望而威胁文官政府]的危险，这种危险也因为[各军种之间因军权统一问题而产生的敌对斗争]而消失了。

military establishment：军方，军队
goodwill：声望，威望
civilian control：文官政府，文官统治
interservice：军种间的
unification：统一军权

背景：二战后，美国打算将各军种权利统一，根据1947年国家安全法案，成立国防部，统一管理各军种。但海军反对这种统一，而陆军、空军和美国总统赞成这种统一。

I tried to simplify and paraphase it:

If there had ever been any danger that the US military might use, to the loss of civilian control, the good-will it enjoyed as a result of its success in world war II, that danger disappeared in the inter-service hostility provoked by the battle over unification.
