请问答案为什么是E,C为什么不对?

The line of reasoning is that: with law protection_manufactures will invest_with investment_productivity will increase. A causes B, B causes C, so A cuases C, law protection _improvement in productivity. Choice E.

The article says if there are strong laws, Manufacturers will invest, but it doesnot say that manufacturers will not invest if there are not such laws.  Remember, it is a very important rule in both gmat and lsat to accept what barely appear in the article as the only fact.
