C. as little risk as one chance in a million that it will cause--it重复

E. a risk as little as one chance in a million for it to cause—for it 罗嗦

D为什么错?我查了一下,for causing对,a risk as little as 也很常见

”so those on 25 cigarettes a day or more have a risk as little as one-tenth that of non-smokers,"

我个人觉得这类题目除了as前后平行的问题外,还有介词的问题,是不是可以把句子还原以后来考虑
a, substances present little risk to cause cancer           这里有我不清楚的地方,to引导的不定式在这里是修饰substances present的吧,表目的
b,substances present little risk of causing cancer          of。。修饰risk
c,substances present little risk that it will cause cancer这个就不用说了, it多余
d,substances present little risk for causing cancer     risk for causing? 很怪异的说,for接ving表方式
e,substances present little risk for it to cause cancer      这个也不对
 
所以还是b最好
但是这样做到底对不对,大牛给指个路

I don't think the key point refers to "as little risk as XXX" and "a risk as little as."    For B and D, the key point is the chance "of" causing, not the chance "for" causing. My teacher emphasized the idiom before.
