我们可以用标准方法检验一下，c选项取非是railroad can be successful without servering its customers well. 按照文中推理完全可能成立：铁路只搞货运也能成功。
a选项取非commuter and freight service have some in common with each other，虽然不必然导致提干推理无效，但也是很好的weaken。
相比较而言我觉得a更好些。

whether the freight and commuters services have any in common with each other would have nothing to do with the railway system success of business by concertrating exclusively on either of the two services. In other words, the two services could have some in  common  with each other , or they could have no  in common with each other, but on either side, to be a business success, the railway system would still have to concertrate exclusively on either of the two .
