condition 1 says "x is the square of an integer". 4 is square of 2; 9 is square of 3: Thus we cannot say for sure whether x is an even integer or not.
condition 2 says "x is the cube of an integer". 8 is the cube of 2; 27 is the cube of 3. So, again we wil not know definitely whether x is an even integer.
From the two points above, we will get the answer E (both cannot)
