这题实际是考的对题干意思的准确 以及逻辑关系的准确理解。

我个人在最近的总结是，读题时一定要细致，体味各选项的细微的差异。

如果你有刘振明那本书，这道题在第302页，里面对A，B 两选项差异的详细讲解。
(两选项的主要差别在于弄清楚  “by + 名词” 的动作执行者是谁)

以下是LZM书里对A，B选项的比较：
1，先补充一点关于by 的用法。 在GMAT中，by 有三种用法：
（1）by + 时间状语 表在....之前
（2）by + 动名词，表动作的方式
（3）by + 名词，表明该名词是前面动作或行为的执行者，
如 the pollution of water by landfills and the pollution of air by incinerators
和 a strike by the transportation union.

在A中，by underinflation 从语法上讲，应是前面“浪费5%的汽油”的动作执行者，但实际上， 该动作已有主语： the increase in car-road fiction， 而同一动作显然不可能有两个动作执行者，所以A错。

B的结构清晰：原因状语从句在前，结果在后； their (car owners)指代明确且直接，用两个
by +动名词表明了动作的方式，反映了句意。
