A is definetely wrong since " expert therefore recommends that the watch commander’s approval should no longer be required ".That was not the point of view from editorial.On the other hand ,editorial says that "This recommendation should be rejected as dangerous, ".It was a judgement by editorial concering about the proposal raised by expert.
