答案：B，但是state用一般过去时，而从句用一般现在时，不是不一致吗？但在GMAT的SC中，经常会发现这样类似的答案，是不是在GMAT的SC不要考虑这样主从句的一致性？
我选了C，觉得主从句的时态更一致。

叙述的是一般事实/真理之类的，后面的从句可以用一般现在时。

但是the provision in the Clean Air Act fails to promote mass transit as an alternative to private transportation.叙述的是一事情。比如：地球围着太阳转，那是用一般现在时，可这是一事情，怎么能不考虑主从句的一致性呢？

在过去的一次会议上stated 现在存在的客观事实-一般现在时，这是可以的，不是不需要考虑。
