我看不懂题目要问什么，答案是A.

题目问：下面哪个条件成立的话，doctor说的第二个理由就不会同时包含第一个理由了。
答案A ,就是说，如果要求the record must be repaired before the patinent go to see the doctor, 这样record 不仅仅是看病时的根据了，所以第一个理由没被rule out!
