请问一道jj题（bf的普遍问题？）

the scientists conclude that the water mills at location A is better than the water mill at location B. ways to spin raw wool.The conclusion is reasonable. wool before spinned is the same in the two mills.

机委的意见是第一句The scientist concludes...是结论，我怎么认为The conclusion is reansonable才是作者的结论？
