经过再三的总结，我曾经一往情深地认为：主动是绝对优于被动的，BUT... 看下面一题：

The funds can't intend to do sth. as human beings, right? The intension is from people (could be the governers of Alaska state or sth. like this) yet the action-subject (say, governers) can't be pointed out clearly. Under this circumstance, why not use the passive voice? It's quite diplomatic sometimes
"With the intension of" can't modify "fund" since only human beings can think. (Think about "avoid")
2. E
WO SHI CHUN ZHU is right about "less of". Refer to LZM.
As for parrellism--> Vehicles using natrual gas emit less of pollutants than vehicles using fuels (emit). Isn't it tasty?~~~
