首先,题目问有第二个原因, 可以不用第一个原因--除了,也就是说有第二个还必须有第一个

第一个原因是说拿record给病人费时 第二个是说如果医生水平足够好, 病人不会要看record
A 中新规则要求record要即时给病人看 这就还需要第一个--考虑到拿record费时
不知道这样解释对不对..
