1.whatever is a adj. in this sentence,and it means 无论...,
"whatever its merits" and "whatever its merits may be" express the same meaning, but the latter is redundant.
Also, "to tax away..." modify "the proposal" and indicate the purpose of the the proposal but not the content of the proposal.

另外一题也是新东方补充题,但是我找不到题号了,如果hardfish知道的话,可以直接去m012语法部分查一下,有不错的解释.

2.I feel A is the best.
in B,C and D, the modificatory relation is confusing, and in D and E, "not" is placed before all,meaning some were carried alive but others were not,thus the original meaning is distorted.
