A.不足以加强,因为没有考虑eliminate的工资

B貌似是削弱

c也是削弱

E提及suburb所以是无关选项.

D去处了可以被削弱了的一个可能性,就是在"增加了很多职位的同时","减少了很多职位".所以这个是支持选项.
