答案是C.我理解为可能是说实际上减少的工作没有那么多,有些是新增又减掉的,但这个意思在第二句里已经表达了,说新增的工作比减掉的多.我觉得D好象也有道理啊,减掉的工作所付的工资是平均水平而不是高工资的工作,才可以保证整个城市的平均工资水平上涨.是否我理解有误?请大家指教,谢谢!
