做这道题目的时候在A和D之间犹豫, 我的理解是:
A. 因为ITC搞不清楚到底哪个公司算是 “外国公司”, 哪个公司算是 “本国公司”, 所以它acted unfairly…
D. 因为ITC没有获取正确的讯息, 只从表面上判断谁是 “美国公司”, 谁是 “加拿大公司”而做出仲裁… 犹豫了好几分钟, 结果随便猜了一个, 可是这两个答案都是错的.
看正确答案的时候, 我立刻明白了确实应该选B, 可是想请教高人, 为什么A & D 不行呢? |
