为什么不选(E)?我觉的两个答案差不多。。。

先说这个吧,注意A是“after 1974”,E是“in 1974”,所指年份完全不同。

题目里面“as a result”已说明在1974年限速和死亡率下降是因果关系,而E与之相反,因此排除E.
