what should i do?

graduated from a domestic top 10 university.
7-year experience in a provincial governmental entity.
gmat :700
want to go into 10-20 bs .
can i achieve my goal?

Why not? Try it. You may have a try to apply the early application for 2007. Often, there will be a few applicants in the first round. However, a graduate of TOP 10 University of China will not definitely help your application. How about the GPA and the ranks in the class? If your GPA is less than 3.0, it will greatly negative your application.

7 years W/E is a good benifit for you, but what did you do? You have to dig out your strengths and highlight your W/E in a governmental entity. Think about it. Although it is unfair, it is the fact that admissions like the applicants with strong international companies backgrounds, especially those TOP schools. I mean, you will put more efforts on your W/E description than those who have ready reference to say.

GMAT 700 is not a strong enough score if you wanna apply TOP 20 for Chinese applicants. Unfortunately, we are competing with ourselves, not with YangGuiZi. Most of the schools will throw all Chinese applicants into the same pool.

My gpa is very low. But somebody says it is not important because of my long experience.

Regarding GPA, I don't think your 7 years experience will counteract your low GPA. The average GPA is more than 3.3 for most of the TOP schools. This is not the only standard, but this is the fact.
Yours GMAT is pretty good if you wanna apply 20--40. I mean, for Chinese applicants, if you have no strong enough experience and wanna apply TOP 15, 700 is just at the bottom line of them (sorry, maybe I am wrong, but....) .
I don't suggest you retake the GMAT. Instead, I suggest you revise your goal. Yes, who don't wanna get in Warden or Stanford? However, who can? MBA=academic record+W/E+GMAT+Essays+Interview+ Special contribution, don't forget another thing, LUCK.

tell u the truth, my first gmat taken in january is 690. i wanna retake and hope >700.
if i can not go into 10-20 bs in usa, i wanna apply into insead.

It depends on your own idea. Actually, in my mind, there is no terrible gap between 690 and 710. If you have enough confidence to get more than 740. To do it is highly valuable.
