you use to before the base form of a verb to form the to-infinitive. you use the to-infinitive after certain verbs, nouns, and adjectives,

有seem to have done的用法,见下面例子。但没有找到seemed to have done的例子。(对于这么常用的词,没有找到(所有阅读和逻辑,EXHAUSTIVE)是不是就是不允许啊?)
