说一下我的理解。

og的意思是说unemployment的地理分布必须是均匀的,如果是不均匀的(即取非),有的地方多,有的地方少的话,那少的地方在5%的失业率的前提下可能就不会出现S说的这种if a person knows approximately 50 workers, 1 or more will very likely be unemployed情况了。
