应该是B。

B取非了严重削弱原题的结论,即如果telecom equipment只被S国的高官使用,那manufactures的理由it is impossible for a country to remain repressive when telecommunication equipment is widely available to the population of that country. 就站不住脚了。所以manufactures的assumption就是telecom equipment是widely available的。

D的the most effective不对。telecom equipment不是一定要是most effective的。
