About A, "they" refer to "provisions". it does not make sense for the sentence.

About B, "it" clearly means "the new maritime code".

So, it makes more sense for the whole sentence.

A they指代什么啊，肯定是maritime code引起的dispute，所以无论they指什么肯定错
B 初看时觉得it想指maritime code，这么远有点问题，不过看完其他的，也就这个最靠谱，所以选这个了。
C  为什么要用stimulating，很奇怪，暂且排除
D   this指代，我很少发现对的
E   一看stimulating肯定错啦
