请问D,E的选项里的suggesting是什么用法？？？为什么说却谓语呢？

这个句子是用‘A surge in new home sales and a drop in weekly unemployment claims’ 做主语，谓语是suggest，然后加that引导的宾语从句。

如果用动名词suggesting修饰主语，就找不到句子的谓语了，整个句子的结构就不完整了。
